This has as variable (x) the capacity of the plant in mgd (millions of gallons per day). Unit conversion is performed:
Additional modifications to this function correspond to the correction of costs per year, with the CCI ENR index of 9547 of the year 2013, to obtain A3. Then the part B2 related to the elasticity index is added. This is done in the same way as explained in the Cost Functions Wiki — General.

Reliable cost estimation of construction, operation, and maintenance (O&M) of water treatment plants is essential for project planning and design. The authors have developed construction and O&M cost models for different unit operations and processes involved in water treatment plants. This paper presents the use of a single cost index to further update construction and O&M costs.
